The model has decided to reflect the photon. A new direction is randomly chosen, either with equal probability in all directions (for a Lambertian surface) or with a directional distribution defined by the BRDF. And from here on, the whole process is repeated over and over again, until the photon either leaves top of the atmosphere or is absorbed at the surface.
